HUMAN RIGHTS ACTIVISTS ARRESTED IN UVIRA (August, 4,2001 6pm)

A number of human rights activists and several other members of the local civil society have been arrested and other are presently subjected to harassment in the Uvira-Congo DR area.

This came following the refusal by most of the local people of the Uvira area and its surroundings to join the RCD (the Congolese rebel faction in control of the Kivu region) in the celebrations of the third year since starting the ongoing conflict.

Indeed, unlike Goma and Bukavu where a number of people joined the RCD in the celebrations of their anniversary, in Uvira there was almost nobody who took part in the celebrations in question.

The local authorities of the RCD (rebel movement) accused the leaders of local human rights organisations and other members of the local civil society of having incited the population not to take part in the celebrations. The incriminated members of the civil society were also accused of distributing tracks and several other propaganda documents calling for civil unrest.

Among others, Mr. Mujaliwa Wakadi and Jeje were then arrested and detained at an unknown location.

The reaction of the population of Uvira could be seen as an expression of its dissatisfaction with the way Uvira has been administrated. Several cases of massacres, killing of innocent civilians, rapes, extortions and similar human rights violations have been taking place in and around Uvira, and the RCD has been incapable of either stopping this trend or arresting those responsible.

Our readers could recall that it was on August 2, 1999 that the second phase of the Congolese conflict took off, following the attempt by Laurent Kabila, then president of the Congo, to repeal all Rwandese and Ugandan troops, which helped him to take poor from Mobutu.

Heritiers de la Justice call for the release of the two members of the civil society and reiterate its call to the RCD for a more conciliatory handling of the local situation of Uvira.
