THE RIP OFF OF CONGOLESE CONSUMERS BY THE RWANDESE MOBILE PHONE COMPANY RWANDACELL (August, 26,2001 6pm)

The Congolese people says no to the new way of looting their wealth by the occupant foreign forces.

TO ALL THE USERS OF THE NETWORK OF THE RWNADESE MOBILE PHONE COMPANY RWANDACELL

The rwandese mobile phone company RWANDATELL is operating in the Kivu region of the Congo since 1998. It covers the region of south and North Kivu, the two main towns of the eastern part of the Congo under the control of the RCD, one of the Congolese rebel movement created since August 2, 1998.

According to our sources inside the RCD, this Rwandese mobile phone company moved into the Congo without complying with any administrative procedure whatsoever. Furthermore, it has never opened an office in the Congo. This despite the millions of UD dollars that it makes from its Congolese customers. It also does not pay tax in the Congo.

The telecommunication system put in place by Rwandacell is equally inhuman. The sets cost a lot more than their normal prices in other countries such Burundi, Tanzania and Uganda. In the Uvira area for example, although it is part of the Kivu region the cost of running a mobile phone is less than in Bukavu and Goma simply because of being covered by the Burundian network. In other placse, like Kinshasa where there are more that five mobile phone companies, subscription fees do not even exist.

Since moving into Congo, this Rwandese mobile phone company has used two systems of subscriptions. The first system consisted of paying for a 12 US dollars subscription-only card lasting for 30 days and a second card of 12 US dollars for local calls. Short after its arrival, this system was replaced by a more detailed system with half prices.

However, on August 19, 2001 all the users of network of the Rwandese mobile phone company Rwandacell received a message according to which they (the customers) will now have to buy only one single card for both their subscription and calls.

More striking is the fact that every customer is charged 166,6 Rwandese franc on a daily basis, even when he or she does not use his or her mobile phone. This is obviously unbearable and unacceptable.

THE CUSTOMERS AND USERS OF THE NETWORK OF THE RWANDESE MOBILE PHONE COMPANY CALL ON:
1. The RCD (the rebel movement in charge of the Kivu region) to make sure the Rwandese mobile phone company Rwandacell pays taxes to the Congolese authorities. The RCD should also liberalise the telecommunication sector for the sake of consumers.
2. The Rwandese mobile phone company Rwandacell to immediately change the unfair system so that consumers can only pay for their calls. To make sure the purchase of a SIM card covers also 12 months subscription. And that every 12 US dollars call card gives to its user a 50 days subscription right.
3. The users and customers of the Rwandese mobile phone company Rwandacell to cease using the network if by September 5, 2001, the company does not make changes to its billing system.
