THE Message of part of the a number of non-armed political parties of South-Kivu to Kamitule Masire (April, 18,2001 6pm) TO THE ATTENTION OF HIS EXCELLENCE

SIR
KITUMIRE MASIRE FACILITATOR INERT- CONGOLESE DIALOGUE.

We, representative of political parties of non armed opposition in south-Kivu, have met on tuesday 27 March 2001, in ordrer to analyse political issues in " DRC " in general and in south Kivu in particular, adress you the present political declaration :

1. We profit of this opportunity to : - Congratulate you for your recognition as facilitato of inter-congolese dialogue by the different fighting parties. - Express our support for such heroic mission.

2. For your information, the non armed opposition in question in the agrrements of Lusaka has functioned since 1980 against the dictatorial regime of the 2nd republic. The head quarter is in Kinshasa. Its strategy of fighting is the non violence and consequently never declared, n respect of its philosophy to be allied in one way another is any military political movement.

3. We note with pleasure that opening manifested by the " RDC "/Goma, allowing the the functioning of " plateform of political parties " in the territory its control, in particular the front uni d'opposition non-armée "

The tact that this movement " FRUONAR " in its letter without number adressed is the president of the " RED "/Goma, dated 2en November 2000, signet by its executive office composed of :

- Rwakabuba Shinga : President
- Mwewa Lunda : Vice President
- Eugene Muhima : Executive Secretary and spokesman
- Alexis Kanyenye B, Deputy Executive Secretary and vice spokesman,
- Médard Mulangala Lwakabwanga, Adviser among these persons, some are effective members of the " RCD , milirary political movement. This " FRUONAR " declares to be objective allied " CRD " (Cfr page 1§1) and requires a partnership which it wishes more operational and more structured (cfr page 2 § 1).

Considering that the " FRUONAR " has got a national mandate, its head office being established in Goma (cfr CHARTER of FRUONAR, p.3 point 2, art. 3).

Considering that that " FRUONAR " executive office has withoust any consultatisn appointed some of our members from the non armed opposition and yet these latters are supposed to represent their respective political parties in the " FRUONAR " particulary the case of Mr Louis Karhebwa, the provincial president of " UDPS " South-Kivu.

Let's agree to erase this confusion created by the " FRUONAR " Which declares itself non armed yet it has got partnership with a military political movement " RCD "/Goma

We declare the following :

- The " FRUONAR " is a political and diplomatic tool of " RDC "/Goma. Consequently considering the " FRUONAR " as reprentative of the non armed opposition in the territoiry under the CRD/Goma control, by you as the facilitator.

- Being non violent, identified as representing the political parties of the non armed opposition having its head office in Kinshasa and which never contracted any partnership or any alliance with armed oppositions, to you we affirm being the only and real representatives of the non armed opposition in the province of South Kivu

- With regards to the above analysis, please consider all this as pure cheating all informatiion you have received from " FRUONAR " about non armed opposition existing in the territory under control of the " CRD "/Goma.

We ask you there for, to have pressure on the " CRD "/Goma so that political parties activites be liberalised in ordre to allow political parties organise themselves and get redy to participate to the inter congolese dialogue.

- Similar to the meeting you have had with the political parties' representatives in Goma, before that of Cotonou, please do the same for South-Kivu in Bukavu.

- Last, we pray the eternal God to give you his holy spirit to allow you lead this inter congolese dialogue in love and peace.
