BUKAVU THIS MORNING: Following the death of Mr. KABILA (January 17, 2001 7am)

This morning, the region of South-Kivu in general and the town of Bukavu woke up business as usual. Around 6 am, Mr. Bakemana, a journalist of the RTNC, the national radio-television commented briefly on the death of Mr. Kabila and appealed for calm and reconciliation between the populations of South-Kivu and the rebel movement, RCD. Apart from that brief comment, there has not been any other official or related-official comment regarding the sudden death of Mr. Kabila.

It is important to bear in mind that today is the celebration of the 40th anniversary of the death of Emery Patrice Lumumba, a bank holiday in South Kivu. In other words, all schools, public offices and similar activities are closed. This could be seen as having helped to cool off the tensions that one could expect to result from the news of the death of Mr. Kabila. The streets are almost empty. But the public markets are opened as usual. Sadness could be red on the faces of some people, gathered in corners of populated areas such as Kadutu. Some of these people say that the attempts by Kabila to try and kick out the invading forces symbolised hope for them and many people of South-Kivu, who have never gone along with the rebel movement RCD and their allies. No public protest or action has been reported so far.

In the streets, however, heavy military presence can be seen. Military patrols have been on since the early hours of today. But no curfew has been imposed. One could remember that in our previous releases we underlined a movement of troops that was taking place in this part of the Congo. Is there any link between these movements of troops and the incident of the death of Mr. Kabila? Heritiers de la Justice would not like to comment on this for the time being.

A number of our sources in Kinshasa indicate also that the situation remains generally calm there. Mr. Kabila is reported to have been killed along with his soon Joseph Kabila. Mr. Joseph Kayemba, a major and vice-minister of defence is allegedly involved in the incident. No more details have reached us on this issue. However more reports are concerned about the safety of people from the Kivu region living in Kinshasa, after allegations that the bodyguard who shot Mr. Kabila is from Kivu.
