South Kivu:
worrying humanitarian
situation in
Walungu
territory.
Internally displaced people
from Budodo are left abandoned to their fate
In Mafundwe stadium
Since
the end of August 2004, 1952 displaced people from Budodo, in the
territory Walungu, South Kivu province, sheltered in Mafundwe stadium of
the chief town of the above mentioned territory, are going through a
worrying humanitarian situation. In fact, 1243 children, 386 women and 306
men who have fled the abuses committed by Interahamwe and FDLR
(Forces Démocratiques pour la Libération du Rwanda)
militias are left abandoned to their fate in Mafundwe stadium. They sleep
rough without
food
and medicine
In fact, it is
about two months since the rwandese militias “Interahamwe” have been
committing abuses against civilians in Kaniola, Cimbulugu, Chisanza and
Izenge in Walungu/South Kivu. In addition to
murder, they are
responsible for many cases of torture, rape, looting, extortion,
kidnapping, house burning, etc.This persistent insecurity situation
forces many families to abandon their homes and go to settle in the
neighbouring villages where there seem to be some apparent peace.
Among
those internally displaced people, we have recorded 3 cases of death; two gentlemen
and one woman. There are 8
recorded cases of
torture. Among
the victims are
Mr Ntabala Kashemwa
and Bahizire Ntamwenge and many other cases of illness remain
untreated.
A number of
charity
organisations including
ADSSE, CARITAS and MEMISA have
provided humanitarian assistance to those IDPs living in the stadium. The
provincial authorities have also visited the area
in
September. Their
promises are yet to be kept. Till
now those needy people keep on enduring their suffering .Children are
exposed to bad weather, endemic and contagious illnesses.
Being too much
concerned by the difficult and inhuman
situation which those innocent Congolese
are still going through, Heritiers de la Justice makes a
pressent call
to all
provincial authorities as well as to humanitarian organisations
operating in South Kivu province, to urgently intervene in
favour of the IDPs living in Mafundwe Stadium
who have an imminent need for food; medical care and
shelter.
Héritiers de la Justice requests
from the political and military authorities
of the province to make efforts so as to prevent
further attacks on civilians, and facilitate the
rapid returning of the populations to their
respective homes.
Héritiers de
la Justice is asking, mainly to the 10th region commander,
to increase the number of loyal troops
in Kaniola so as to
effectively face the nocturnal and diurnal incursions of those
armed groups which have transformed the
"Mishi abirhi" forest into a den.
Héritiers de
la Justice
and the victim
population are expecting
a rapid,
effective and efficient application of
the Kigali agreement
of October 26th,
2004 between the DR Congo, Rwanda and Uganda about security in the
Great Lakes region.
Héritiers de la Justice
pleads that this agreement be supported by the International Community so
as to cast away all the militias and armed troops who threaten peace in
the region.
