Legal agents of Bukavu,
DR Congo,
on strike since October 11th, 2004
Since
October 11th legal agents (clerks, ushers, secretaries, etc) of
Bukavu, in the province of South Kivu,
are
on strike. This situation
occurs after the latter have written two memoranda respectively in
February and June, before sending, in August, an ultimatum to the Minister
of Justice warning about this strike. Their claim remains the payment of
allowances granted to all legal agents of the Democratic Republic of Congo
and the increase of salaries.
It should be remembered that at the beginning of this year,
legal agents of the whole Republic went on strike that led to an agreement
between these agents and the Minister of Justice in order to solve the
conflict. Since then, only magistrates and judges of the Republic started
to perceive their allowances whose amount varies between 200 $US and 700
$US depending on the rank and seniority. Concerning other agents such as
the clerks, ushers, secretaries, etc nothing was decided by
the Ministry of Justice.
Héritiers de la Justice estimates that the
Transition Government must take into account the legitimate concerns of
legal agents so that the general interest is safeguarded.
Moreover, it
invites the Transition Government to examine the problem as
whole
i.e. all the civil servants
(teachers, physicians, etc),
whose social conditions
worsen from day to day,
be
well
paid
as
soon as possible.

that
the persistance of such a situation might affect many other institutions
of the Republic and and lead to a chaotic situation
