Kabura Mussa, illegally detained in the prison of
Cyangugu/Rwanda
Since october 4th, 2002, mister
Mussa Kabura Luhinzo resident of Uvira in the
province of South Kivu, Democratic Republic of Congo
is detained in the central prison of
Cyangugu/Rwanda.
This congolese cityzen was said to be
temporarely detained for purpose of enquiry about
the use of false documents to cheat people. Up to
now his case has never been opened. Besides, none of
the accusators has shown up to present the case.
As far as the matter, inquiries made
about this case proved that his detainers had not
found enough poofs to attest guilt is concerned.
During the time of his detention at the restaurant
5/5, mister Kabura declared to have lost his clothes
and his diary that are supposed to have been taken
by mister Karume, an employee of GTZ- Coopération
Technique Allemande of Cyangugu.
By the way, though the progress of
his case may be very slow, the Public Presecutor of
Cyangugu, Mr Emmanuel Mukunzi, oblided, in december
2002, the family of the victim to pay 100$ US for
temporary libration of Mr Kabura.
Although the family gave the money to
Gabi, the victim has never been freed.

condamns this arbitrary and illegal
detention of Mr Kabura Mussa by the Tribunal of
Cyangugu, in violation of the articles 9
(1,2,3,4,5 ;) 10 (1 and 2) ; 11 and 14 of the
International Pact of Civil and Political Rights. It
recommands that the case of Kabura be transferred to
the Tribunal of Bukavu/DRCongo.

invites the Human Rights Defenders’
League and other Rwandan Human Rights NGOs (LIPRODHOR,
ARDHO, APPLE, AKANYARWANDA, ADL, …) to get involved
in this action in order that mister Kabura recovers
his rights.suit de très près ce dossier demande
aussi à la ligue des droits de la personne dans la
région des Grands Lacs (LDGL) ainsi qu’aux
organisations rwandaises des droits de l’homme de
conjuguer leurs efforts pour ne fut-ce que obtenir
la libération provisoire de Mr Mussa Kabura Luhinzo.
