THE TERROR CONTINUE IN THE KIVU REGION OF THE CONGO (bull. n0.1) (December 17, 6pm)

A couple of weeks ego, HERITIERS DE LA JUSTICE brought to the attention of all a deliberate campaign of terror that appears to have taken off in the villages and urban areas of the Kivu.

Follows is one of the many releases to come, which unveil and detail the suffering of the civil population of the Kivu region. .

1. Increasing terror in South-Kivu : Relatives of the former Governor of South Kivu, Professor Magabe, under severe persecution.

Since October 2000, the military and the security services of the RCD, the rebel movement in control of the South-Kivu region, are after two relatives of the former governor of South-Kivu, professor Magabe, namely Mr. MATEMBERA FLORIBERT nicknamed Phobet and Mr MATEMBERA Emmanuel. The two wanted brothers, 37 and 29 years old respectively, work for the local customs services (Office des Douanes et Accises).

Both victims live in the same area as Mr. Jean Marie KATULA Nfundiko, who was recently arrested, detained for more than four months and tortured at what seems to have become a torture center, the Saio Military Camp. Mr. Jean Marie Katula was accused of being member of the mai-mai movement.

Although the case of the two brothers, Phobet and Emmanuel, is not directly linked to that of Jean Marie Katula, there are grounds to believe that both cases are interrelated.

One of the victims, Mr. Phobet, has fled his house, where RCD's agents continue to tour. His house continues to be visited frequently and his wife, Madame KABAMI BUNYANA, was arrested and detained for 24 hours recently.

As to the other victim of this persecution, namely Mr. Matembera Emmanuel, he presently live clandestinely, and his house continue to be visited as well by countless of security services agents hoping to find him around. The latest visits of his home by these agents took place on the 9,10,11,12,13 December 2000.

There are numerous other victims of the campaign of terror that is presently taking ground in the Kivu region.

2. For example, the BVES, a non-governmental organization working with street children saw its offices visited and destroyed recently. The offices of the BVES, which are located on Ouvriers Avenue, Route d'Uvira, Ibanda-Bukavu/South-Kivu/Congo, was broken into by armed men, who not only caused bodily harm to a number of children sheltered into the offices of the NGO, but also took with them belongings of the organization. Amongst those injured, was the child Patrick PANGA, who had just been rescued from the streets of Goma, where he lived rough for more than 2 years. The 9 years old boy was injured on his legs and his left hand. He is being treated at a local hospital. Other children and the member of BVES' staff who where at the center at the time of the incident were subjected to beatings and similar inhuman treatments.

3. At almost the same time, three peoples were shot dead at Kababi, in the District of Kabare/South-Kivu-Congo. Mr. NDATABAYE MUSHEGERA resident in Bagira, Mr. Theophile BASEME LUCANO known as Best of the Mbobero area, and Mr. KAWAZO Desire resident of the Nkungu area in the Kabare district were all killed by armed men who attached the catholic church of Mbobero.

4. A similar attack has just occurred at the Catholic church of Nyatende, 5 km away from the town of Bukavu on the main road leading to Uvira. Armed men speaking Kinyarwanda carried out the attack. Three people were killed in this incident and the attackers took with them the belongings of many residents. Several civilians were also injured either by guns or knives.

HERITIERS DE LA JUSTICE believes the present campaign of terror that has taken off in the Kivu is deliberately left to grow as a punishment for the civilian populations, which has refused to play the political game of none of the factions fighting each other in the eastern Congo.

HERITIERS DE LA JUSTICE will continue to call for to be done justice for the victims of the crime against humanity, war crimes and graves breaches of humanitarian law, which are being committed in the Kivu region of the Congo.
