DETENTION INCOMMUNICADO OF 50 CIVILIANS BY THE RCD AT BIRIGA-UVIRA
The administrator of the Uvira area in South Kivu, Mr. Mulumbe Majaliwa who was then accompanied by several soldiers of the RCD (the rebel movement in control of South Kivu) ordered an arbitrary arrest of 50 civilians on 31 July 2001. Reliable information from Uvira indicate that the authority was holding a public rally with local people of the village in question, when suddenly the soldiers who were with him started the arrest of the 50 local people on the grounds that they belonged to the local anti- RCD militia called mai-mai.
